The State Capitol in Sacramento has a different feel in 1999 as a new administration comes to grips with a full plate of agricultural issues. Everything from water use to pesticide controls and labor issues may be up for debate. One issue they appear to be taking early aim at is agricultural education -- the backbone of the Future Farmer movement. Delaine Eastin, State Superintendent of Public Instruction, has taken the initiative in strengthening California's blueprint for ag studies.
